Reading virtual COM port and import data in Excel

I want to make a device that gathers data and log it.

It's a portable device that I can connect via USB and make it talk to
the PC via a COM port (tried it with a terminal program).

I'm not that good with programming, so thats why I decided to ask you
all.

Is there a way to get Windows look if the COM port is present, then
send a signal that it is ready to recieve data, gather the data and if
this was succesful, send another signal to the device that all data
was received?
